Cant Change Date/Time Remotely

This is what I get when I try to change the time with the DATE command via a
Telnet Session:

date: settimeofday: elevated security level: Operation not permitted

I am told that the time cant be changed backword unless you are in Single
User Mode, but can this be done remotely via TELNET session ?

I am logged in as ADMIN via Telnet and then I have SU'ed properlly and I can
do most everything else....
