Bug - OLR

Found a bug in the OLR for a rather specific situation...

Situation:

Parent A was in Household A with Parent B and Student A

Parent A exits Household A and enters Household B while Parent B and Student A remain in Household A

Parent A then exits Household B and re-enters Household A

OLR is now removing ParentA from Household A and putting them back in Household B.

The bug is when the OLR is posted Parent A is removed from Household A, but they do not get added back into Household B.
