RSB Metaltech Plans To Set Up
0.7 MTPA Refinery with 30 MW CPP
RSB Metaltech Private Limited plans to set up an Alumina Refinery
having Capacity of 7,00,000 TPA along with along with a – 30 MW
Cpative Power Plant at Rayagada & Kalyansinghpur Tehsil in Rayagada District, Orissa.
Phase-I
Phase-II
Later, the refinery will be expanded to 14,00,000 TPA (1.4 MTPA)
to produce Aluminium of 3,50,000 TPA..

As on MAY 21, 2015 : The Project is in planning stage.
The project will come up on - 613.28 Hectares of Land.
Out of this 151.94 Hectares of Land will be developed as Green Belt.
IMPORTANT: As per the discussion we had last on 15.05.2015
with of RSB Metaltech Private Limited the Project is under planning stage.
Project History :
The 35th Expert Appraisal Committee (EAC), MoEF held during 26th &
27th April, 2012.
2nd reconstituted EAC (Industry) held during 29th-31st October’2012,
has recommended for Environmental Clearance of Smelter & Captive Power
Plant Complex.
The Project is delayed due to delay in Final Environmental Clearance.
The project work will start on receipt of Final Environmental Clearance.
The Project is Scheduled to be Completed in 42- 48 Months
from the date of commencement of the project work.

The Main Scope of Supply includes:
Heat Exchangers, Air Pre-heater/Economiser)
Wet Scrubber for arresting fly ash
Air Polution Control:
Electrostatic Precipitators/ Bag Filters
The plant shall be provided with Electrostatic Precipitators.
Particulate matter, SO2, NOX and CO are the major emission will be
from Power plant and Calciner operations.
The Boiler and Calciner will be attached with
Electrostatic Precipitator of >99.9% efficiency with
150 m and 125 m height stacks respectively to restrict emissions well within stipulated norms.
Because of the proposed project, there will be marginal increase
in emissions and will be adequately covered in impact assessment in EIA/EMP..
The construction works includes:
Installation of Alumina plant and its ancillary facilities
to produce 0.7 Million TPY of alumina.
Installation of 30 MW Steam cum Power Plant
Laying of pipeline for water transportation
Laying of conveyor for raw material transportation
Laying of rail line from the nearby railway station i.e. Bhalumaska at a distance of approx. 5.0 km from the project area.
Construction of self sufficient township to accommodate the workers/officers of
Alumina Refinery Complex as well as mine.
Construction of all other miscellaneous facilities like solid waste disposal area, service building, raw water reservoir etc.
Construction of Red Mud and Ash disposal Area.

A 22 km Long Conveyor shall be laid for transportation
of raw material from mine to the project
6. Pipeline
An 18 km Long Pipeline shall be laid from the water intake point
on Sirikona River a tributary of Nagavali River to the project site.

MANUFACTURING PROCESS:
BRIEF PROCESS DESCRIPTION
Bayer’s process with medium pressure digestion technology suitable for gibbisitic bauxire, high productivity precipitation and thickened slurry disposal of red mud has been considered for alumina production.
RSB intends to utilize commercially available process technology from the internationally reputed technology suppliers, RSB proposes to adopt modern technology with medium pressure digestion suitable for gibbsitic bauxite.
The alumina refinery includes a co-generation plant as integral part to produce steam and to co-generate power for internal use in the refinery.
The co-generation plant will be based on coal available from the coal deposits of Ib Valley/Talcher coalfields in Orissa.
The Bayer Process - an economical method of producing Aluminium Oxide - was discovered by an Austrian chemist Karl Bayer and patented in 1887.
The process has facilities for dissolution of aluminium component of bauxite ore in caustic soda solution remove as of impurities from the solution; and precipitation alumina tri hydrate which is then calcined to aluminium oxide.
A Bayer Process plant is principally a device for heating and cooling a large
recirculating stream of caustic soda solution. Bauxite is added at the high temperature point, red mud is separated at an intermediate temperature, and alumina is precipitated at the low temperature point in the cycle.
Bauxite usually has three forms of alumina – Gibbsite (Al2O3.3H2O), Boehmite (Al2O3. H2O) and diaspore Al2O3. H2O).
The choice of technology mainly depends on the type and composition of bauxite. Bauxite deposit being predominantly gibbsitic, medium pressure digestion is more suitable.

Centralized Control System
One centralized Control System will be installed for the operation of major equipment (Boiler, STG, CW System) in the plant and other auxiliary systems (Compressors and DM plant) shall be operated from their relay based local control panels/stations.

The following air pollution control systems/ measures are proposed in the Plant
1. All Conveyors will be completely covered with G.I. sheets to control fugitive
dust.
2. All bins will be totally packed and covered so that there will not be any chance
for dust leakage.
3. All the Dust Prone Points Material Handling systems to be connected with
de-dusting system with bag filters.
4. All Discharge Points and Feed points, wherever the possibility of dust
generation is there a de-dusting suction point will be provided to collect the dust.
5. The collected Dust from the Bag house of Steel Melting to be taken to a dust
storage bin through a Pneumatic Conveying system.
Water Treatment Plant :
Oxdisation Chamber, Filter, D.M. Plant, Tube Settler
Pumps Valves, Custom Pipeline Work
Water requirement is estimated : 12252 m3/Day.
Water demand shall be met from surface water i.e.
from Sirikona river a tributary of Nagavali River.
(Water requirement is estimated to be at 350 m3/day during Construction Phase and this demand shall be met from ground water source from the nearby areas.)
Effluent Treatment Plant:
Construction Phase:
Liquid effluent generated from the construction activity of different units shall be stored in a guard pond and shall be used for dust suppression in the working are, cleaning purpose etc. The entire quantity of waste water generated during construction phase shall be recycled back for different uses.
The domestic sewage water due to the working of personnel as well as temporary shed for outside workers shall be routed through septic tank to soak pit.
Operation Phase:
Liquid effluents shall be treated and reused.
RSBM proposes for total recovery & reuse of process condensate. RSBM shall also target for maximum recovery & use of live steam condensate.
Similarly STP overflow water shall be treated & 100% reused.
