Use of Fuel Oil

It is a viscous oil and one that floats on water, thus there can be any construction use if we make it even more tougher?

There is actually a very common use.  It is called Asphalt and is still, in most parts of the world, used for paving roads relatively cheaply.
 
Asphalt can be applied easily (since it melts are a fairly low temperature), potholes can be repaired rather quickly and it is elastic; so the road bed does not have to be leveled as thoroughly as a bed for concrete paving needs to.
