Which camera to buy - Seeking advice

A friend who is visiting Dubai seeks some advice. I quote from his
email. I would request IPC members to give their views:

I need your advice on something I am buying. I am at Dubai, visiting
my brother. I am here for next two days. My son wants me to bring a
DSLR for him. He's doing a course in graphics and animation from
Indore, and also appearing for entrance exams of reputed instts (NID,
NIFT, Srushti, MIT, Pune etc), in this field. He did attend some basic
course at Bangalore where he learnt the basics..of this photography.
He is keen to prepare some portfolio of his work too. In Dubai there
is a GITEX fest for 2-3 days, where lot of sales are on. Various combo
deals are on.
Can you help me decide as to which would be the ideal camera for my son.
some shortlisted cameras and offers of accessories are as follows:-
1. NIKON e 3100 d with 18-55 mm, 55-200 mm, SB 400 flash, 8 GB ultra
SDD memory, addl 16 GB SD, case + tripod + some free gift worth about
10000/- ...all for about Rs 40000/-
2. Nikon e3100 d w/o above frills (only 18-55 mm lens) and case for
about 20000/-
3. Cannon 1100 D with three lenses, 18-55mm, 75-300mm, 50 mm fixed for
about 36000/-

I would like it if our members can give their valuable advice.

Well probably first time ever I am seeing such detailed & shortlisted inquiry about purchasing a camera.

I would like to suggest to go for 3rd option considering the price for the items. I may have preferred Canon 55-250 over 75-300 but it looks that option is not available.

I am not sure about price/package for option 1 & 2. But can guess the the flash & tripod accessories in option 1 might not be too good in quality for future use.
