I wonder why you are specifically looking for a people around you. So far we have an active mailling list with experienced folks with expert subject knowledge, who are always willing to contribute, share things with the members.

Reason that can make the requirement much effective (I think)
1. Conduct a meet (monthly/quarterly) for indijava members at your place.
2. Meet should have proper agenda like sharing some coding tutorials, conduct workshop etc.

I think this will make the team as well as the members to become more expertise inthe subject.

Any other suggestions guys ??
