Dear Chief Minister:

On behalf the Project Indigenous Peoples of the World Esperanto Association, we are writing with great concern over the situation of Leitangthem Umakanta Meitei and Yengkokpam Langamba Meitei. They are two human rights defenders who according to reliable reports are being tortured while in Police custody in Manipur province, close to the border with Myanmar.

We are calling for a guarantee that these men are treated humanely in detention, and remind you and other authorities of India's commitment to the Universal Declaration of Human Rights, quoting Article 5: "No one shall be subjected to torture or to cruel, inhuman or degrading treatment."

We urge you to carry out an independent investigation into these allegations with the finds being made public. All parties responsible and participating in these human rights violations
should be brought to justice.
