Dear colleagues & friends, 

Sharing this sign on to join a collective statement to the World Bank Group’s management to unequivocally denounce the World Bank's decision to become a founding member of the executive board of the Board of Peace (BoP) and trustee for the BoP-affiliated Gaza Reconstruction and Development Financial Intermediary Fund. 

This means the World Bank is now complicit in proactively advancing an unlawful plan for 'reconstruction' in Gaza that:

  • fails to acknowledge the internationally recognized and inalienable rights of the Palestinian people to self-determination and freedom from foreign occupation, as well as to redress and reparations, 

  • establishes colonial governance structures that entrench Israel's illegal military occupation and apartheid in Palestine, and 

  • provides diplomatic cover for war crimes, crimes against humanity, apartheid and genocide. 

Accordingly, the statement asserts that it is absolutely incumbent upon the World Bank to urgently disassociate with the BoP and any related funding channels, specifically by:

  • Urgently withdrawing from the BoP and taking immediate steps to terminate the associated “Gaza Reconstruction and Development” Financial Intermediary Fund;

  • Publicly recognizing the illegitimacy of any imposed reconstruction framework, and acknowledging that rebuilding of peoples’ lives and livelihoods in Gaza cannot begin until Israeli Occupation Forces end the genocide of Palestinians and their illegal, decades-long occupation, siege, blockade and system of apartheid, in full compliance with the ICJ Provisional Measures and Advisory Opinions along with international human rights and humanitarian law;

  • Publicly promoting and advocating for Palestinian-led reconstruction frameworks – including the Phoenix Plan – as the legitimate basis for any future process; 

  • Publicly condemning the reprisals – including but not limited to US-initiated sanctions – against Palestinian human rights defenders and their allies, as per the World Bank’s commitment to zero tolerance for reprisals, as well as

  • Cooperating with UN Special Procedures, and avoiding participation in structures that undermine the UN multilateral system.

The statement will be sent to the World Bank management in time for the institution’s Spring Meeting (April 13-18).

Note: The form includes confirmation of consent to make your endorsement public (ie visible now, while the letter is circulating & when it is finalized in a format that may be posted on organizational websites as opposed to only in the version being sent to World Bank management). The list of public signatories is being updated in the letter on an ongoing basis.
