Lower leaves do not seem to match as per POWO specimen.
What are the other species listed in Maharashtra?

I tried to check with species listed in Flora of Peninsular India, with distribution in Maharashtra, but could not find a match.

Senecio species found in Maharashtra - S bombayensis , S hewrensis ,S  edgeworthi ,S gibsonii .S belgaumensis ,S dalzelii.

It is Senecio dalzellii.
Linear leaves, dichotomous branching are the key characters.
