A cultivated, dwarf, garden plant.

For me also it looks like Lantana cultivated.New Gold.

In your photos the blooms are not yet fully opened. It might be Lantana Dwarf Dennholm White. Lantana are ery good plant for butterflies and bees.

Can we check for Lantana Little Lucky Lemon Cream, Lantana camara 'Little Lucky Lemon Cream' ?
These flowers looks closer to the ones in my pictures.
