Flowering time: Feb-March
Flower size: 1-1.5 cm

Thank you Pankaj ji. 
But I have a confusion, the leaves were not present; the flowering time, the length of the flower stalk and the number of inflorescence differs from what has been described for E. Scabrilinguis.

The species is very variable, presence and absence of leaves in this doesnt matter. If this is a very young plant then it may have very short inflorescence. Obviously the plants are not in the best of its health, but bulbs and the scales over the bulbs look same. You may dissect to see more, but I doubt it to be a new species.
