Plant for ID: Botanical garden Howrah

Hello everybody, 

Please help ID this plant which I photographed at Botanical garden, Howrah growing alongside cabbage and broccoli. 

I am doubtful if this is cabbage. But the last photo has actual cabbages growing alongside, and these plants look different.

Thank you, Mr. Kasaju. I am not sure if this ID. At this size, shouldn't it start producing Brussels sprouts? But there is no sign of it.
