Here are the keys between two closely related species from Flora of China:

5 (4)Stems sericeous with appressed indument; stipules 5-8 × 4-5 mm; calyx lobes 4-11 mm. 19 M. macrophylla
+Stems villous or hirsute with widely spreading trichomes; stipules 7-10 × 6-12 mm; calyx lobes 7-18 mm. 29 M. treutleri


Images in Flowers of India looks different and may be of some other species.

There seems to be some discrepancy in the description of Mussaenda treutleri at FOC and elsewhere.
According to Bhutan Biodiversity Portal, the sepals of Mussaenda treutleri are described as:
" Calyx lobes filiform, tappering from base, 4-8 x 1mm, pilose. Corolla tube 1.6-3.2cm, distinctly widened upwards, sparsely pilose;"
sepals of Mussaenda macrophylla are described as
"Calyx lobes oblong oblanceolate or oblong elliptic, tappering from middle, 7-15 x 1-3mm, pilose. Corolla tube 2-2.8cm, pilose upwards"
At India Biodiversity Portal, the calyx lobes of M. treutleri are described as
"Calyx lobes to 1 cm long, linear-lanceolate"
 I differentiated the two species based on the length of sepals compared to that of flower-tube. Going by the above description, the sepals of Mussaenda treutleriare much smaller than the flower-tube and very narrow. Sepals of M. macrophylla are larger (less than about half the flower-tube) and broader.
 Based on the above, I would assume that this plant is Mussaenda macrophylla.
FOC described sepals of M. treutleri as "lobes lanceolate, ligulate, or oblanceolate, 7-18 × 3-4 mm" 1.8 cm sepal length looks much larger than that in the other two descriptions.

To me Saroj ji's plant matches with illustration at 

Also matches with the keys between two closely related species from Flora of China:

From the keys, it is evident that hairs on stem play a key role in differentiating these two closely related species. Here the stem is clearly not sericeous with appressed indument. It appears to be villous.

Going through Flora of Bhutan also supports this as calyx lobes appear to be closer to filiform and tapering from the base rather than oblong oblanceolate or oblong elliptic, tappering from middle. Length of the calyx lobes and corolla tube seems to be quite variable as per the measurement given- thus there co-relation may not be correct.

Mussaenda macrophylla is different as per high resolution specimen and other posts by Saroj ji:

Flora of China further states "This species is similar to Mussaenda macrophylla, and in the protologue M. treutleri was explicitly separated from plants commonly called M. macrophylla, both in the wild and in cultivation; in fact, the protologue noted that M. treutleri was already widely distributed in cultivation at that time incorrectly under the other name. Mussaenda treutleri subsequently has apparently still been confused with or combined with M. macrophylla, including by recent authors (e.g., Springate et al., Fl. Bhutan 2(2): 783. 1999). Mussaenda treutleri is here circumscribed somewhat differently than by H. H. Hsue and H. Wu (in FRPS 71(1): 301. 1999): the plants from montane Yunnan and adjacent regions with broad, generally persistent stipules were separated by Stapf from M. macrophylla and included in M. treutleri, and this distinction is followed here."
