Many thanks Garg ji for resurfacing this mail and Ramchandra Gore ji and Satish Pardeshi" for their suggestions.I had been looking at oldenlandia earlier on, and as it turns out this has been Oldenlandia and Hedyotis in its earlier avatars.

This may be neanotis fomosana, I have given the link of a relevant paper. http://www.tsps.org.tw/document/paper/new/137%20Notes%20on%20Neanotis%20(Rubiaceae)%20in%20Taiwan.pdf
