It has no distribution in Oman and sp.does not look like matching !

I think white flowered form V. blattaria f.albiflorum is common in cultivation, especially dry places.

Verbascum blattaria L. Leaf pattern does not look like matching ! And flower color as well.

Can we consider Verbascum phoeniceum?

This is a cultivated, garden plant and not native to Oman.

Both can have such white flowers and often cultivated forms, leaves may suggest Verbascum phoeniceum as Aarti ji pointed out.
