Along the roadside on the Leh-Khardung La road before South Pullu (15,300 ft) on 15.6.22 in Ladakh.

There seems to be two plants in some of the images.

I am talking of the one with a smaller, almost unopened type of leaves.

I think it matches better with Artemisia minor as per GBIF specimen and POWO specimen.

Feedback from Liyaqat ji at Artemisia minor:
Hello dear, that is NOT Artemisia minor at all. But a member of the subgenus Seriphidium which is more common in the Ladakh Union territory.
