The shrub often grown in gardens for ID.
 
Gardeners call it laila majnu, because of different coloured leaf surfaces. Upper surface green, lower bright red. Photographed from Herbal Garden in July, 2009

... could it be the Chinese croton, Excoecaria bicolor ?
