The flowers look like Gmelina phillipensis. Its only a guess in absence of leaves.

I think G. philippensis is much different. This could be G. asiatica (syn: G. parviflora). I am uploading my photographs of G. philippensis.

This is G. asiatica which is a large shrub with rigid branches,
inflorescence is erect and lacks the large veined bracts. G.
philippensis is a scandent shrub with bracteate drooping

as you say the flower which i have send is different than your photo. Every time I visit this University I have never seen so many leaves on the plant . Neither the inflowrescence is as seen in your photo.The plant from far looks as if some yellow petals have fallen on the dred plant. Only when w ego near we can see those flowers as shown in one of the photo posted.
