It seems to be  Amaranthus  sps  of amaranthaceae  but need confirmation for genus

The lighter colour and less hairiness suggests A. bidentata but latter does not grow below 1200 m altitude.

You got it right, Pupalia lappacea.
I was wondering about leaves, lax inflorescence clinches the issue.
