I strongly think my suggestion is a better candidate. It has lax inflorescence.

Bupleurum wightii Koso-Pol. syn. of Bupleurum ramosissimum Wight & Arn.

In the posted plant, I can see that the leaves are clearly seen in two rows (distichous), which is the distinguishing feature of B. distichophyllum.
We will require ID to be validated.
