Cant do a complete diagnosis...  dont know all the rues ...

Satish, I only can tell you that the leaves are similar to the herbal rue... Ruta graveolans, so are the green fruits and the cross on their tops... the flowers are just past their prime so cant read their petals...
I will upload my pic of rue presently for comparison...
