After checking all the species showing distribution in Uttarakhand as per Checklist of BSI Flora of India and those listed in Himachal at Another Rhodiola ABAUG2017/37 with specimens in POWO and GBIFclosest I could reach is Rhodiola tibetica (Hook. f. & Thomson) S.H. Fu as per GBIF specimen- one and two and description as below from Flora of China:
Stem leaves linear to narrowly ovate, 5-9 × 1.5-4 mm, base broadly triangular, margin entire or dentate, apex long acuminate and awn-shaped.
