Yes looks like Urticaceae
But different from Urtica ardens and Urtica dioica

Without flowers/fruits it's difficult to say. For me perhaps seems to be U.urens cousin of U.dioica...

You are right. It could be Scrophularia calycina, we should see the flowers.
