Presenting for identification and deliberation ...Dr. Nidhan Singh ji is of opinion it is probably Hygrophila polysperma (on fb ) .
An auatic herbaceous plant from Surat , Gujarat , seen today around 0930 hrs in morning .
Habitat a vacant plot , was waterlogged . Other plants around were Alternanthera sessilis , Hygrophila auriculata , some grasses , Stemodia viscosa , Ammannia baccifera .
Habit is prostrate , terminal part of stem or branches erect .
Flower very small...size evident compared to fingers in frames .

To me also appears close to Hygrophila polysperma (Roxb.) T.Anderson as per images and details herein and as per comparative images at Hygrophila
