What about Pedicularis gracilis??

As per mentioned in Plants of Kedarnath Wildlife sanctuary: A field guide, it seems close to P. gracilis.

Looks different from images at Pedicularis gracilis Wall. ex Benth.

It appears close to images at Pedicularis pectinata Wall. ex Benth.
