It looks like Mallotus nudiflorus (L.) Kulju & Welzen [Euphorbiaceae]. The characteristic flaky, mottled bark is quite indicative in one of the photographs.

Leaves very well resemble those of Bixa species.  Hence, it is better to wait till the tree  bears flowers and fruits to decide the ID.  Any ID suggested at this juncture are only tentative.   Need to wait till it flowers.

Being acquainted with both the trees myself, I feel that the nature of the bark is reason enough to rule out Bixa. As for the leaves, notwithstanding a superficial resemblance, there are finer details to consider. For instance, in the leaf of Bixa, there is a distinct bulge at the apex of the petiole (where it joins the leaf blade); the leaf samples posted by Vidya ji are different. Descriptions of Bixa do lay emphasis on the "thickened" petiole.
