Emmenanthe is monotypic genus with only E. penduliflora native to California, is much different. This Ladakh plant has mush different flowers especially calyx.

Looks different from Campanula staintonii as per GBIF specimens.

I think it is Campanula alsinoides Hook.f. & Thomson as per GBIF- specimen.

Garg ji calyx is totally different, so are leaves.
