To me looks different from images at Potentilla reptans May be some other species in this genus.

I think it may be Potentilla kleiniana Wight, ; Ill. Ind. Pl. t. 85 (1831) as per Checklist of Nepal (syn. of Potentilla sundaica (Blume) W.Theob. as per Flora of Pakistan).

POWO gives its distribution in Nepal and Specimen at POWO seems to match.
