Flora of India volumes are now available in pdf and downloadable at Flora of India
However, these will mostly work as hard copy of the book, as no search or copy option is possible. Only 11 pages of Vol. 23 are available on download.

I was also happy when I first saw these pdf files, but unfortunately these contain only prelim pages plus only 20 pages of text as against more than 450 pages in each of published volume, and are as such not of any help. I had purchased hard copies of all, except now published vol. 23.
