After checking all the species listed in the Checklist of Nepal and keys at Elatostema, I think it matches with Elatostema punctatum (Buch.-Ham. ex D.Don) Wedd. (Elatostema sessile var. polycephalum Wedd. in Checklist of Nepal) as per POWO specimen- one and two

Pl. check and confirm.

However our following earlier observations in this regard need to be looked again:
