Seen at manali Jun 2009.
Shrub with drooping branches. Full of clusters of flowers. Initially thought to be Sorbaria tomentosa (Plant 81) but it is different

... could it be Spiraea canescens, commonly known as grey stem spiraea, in Hindi: झाड़ मैराला jhar mairala (not sure, whether this name makes sense).

The plant certainly appears to be Spiraea canescens  from family Rosaceae.
