Sorry  definitely not Salix.

This was tricky as there was a lot going on in 1st pic.
It is Carpinus betulus...common name hornbeam. 
The clue is in an old seed case left from last year...see above  where I have trimmed your 1st image.

It is being trained ..here we call it pleached...it is tied to canes to hold the shape and tripped to keep it thin.
