516 ID wild tree

Please ID wild tree.  In my observation, firstly,  outer sepals' set fallen, then after one week the buds becomes flower heads, after some days flower heads open with nice smell.

Location: bloomed near Vannappuram Thodupuzha Idukki Kerala INDIA

Altitude: 1500fsl

Flower date: 10DEC2023, 03.45pm

Habitat: wild moisture evergreen misty sloppy canopied alpine 

Plant habit: tree, erect branches, rusty branchlets, hard woody cylindrical stem 55 inches base circumference, rough brownish bark

Height: 10 meters

Leaves: alternate whorled elliptic acute simple glossy silvery greenish dorsal, size upto: 14×6cm

Flower: axillary branchlet buds, diameter:12mm, off white, good fragrance

Fruit: 

Seed:
