I think Launaea procumbens (Roxb.) Ramayya & Rajagopal due to Phyllaries (especially outer ones) with broad and conspicuously white scarious margin as per Flora of China keys and leaves with white cartilaginous teeth, as per Keys in BSI Flora of India
