Hi Dr. Swamy,
  The comorants are most likely Little Cormorants. The other birds are also Painted Storks.

Agree. The black birds are Cormorants the others Painted Storks.
I am really glad to read that Villagers protect the birds. Here in Germany many fishermen consider Cormorants as a Rival who eats away the fish and every year there is a big discussion, whether Cormorants should be shooted down. Some illegal shooting takes place too.
 
In China trained Cormorants are used by fishers to catch the fish. They tie the neck of the bird and let him go. The bird dives, catches a fish, but can't gulp it. The fisherman thus gets the fish. read more on http://en.wikipedia.org/wiki/Cormorant_fishing
