Thankfully I had also reached the same conclusion  Himalaiella heteromalla (syn:  Saussurea candicans) before I saw Ashutosh ji reply. I have photographed it from Kashmir (on FOI), Bhimtal, Morni, Budher Caves, Kathgodam and several other places in Western Himalayas.
