I go with Oxytropis cachmeriana
In O. microphylla there are two leaflets at each point....four in a pair, so out of question
In O. mollis (which seems closest) leaves are much more densely hairy
In O. lapponica the leaflets are acite at tip and peduncle much longer than uppermost leaf.
