Please look at Veronica longifolia aka Speedwell and Veronica spicata aka Spike Speedwell.

Since it is in a garden, here is a list of possible cultivars:

Not in that list but there are several other possibilities (too many!). 
It may be Veronica Magic Show (Trade Mark) Hocus Pocus PP23853.
