To me , the flowers look like Phlox, perhaps P. subulata ( although
the leaves are visible)

To-day I looked for the Pink Garden , Hokkaido at the Google Website,
I find the same photographs as presented above, and the plant is Phlox
subulata, the Moss Pink.
