I will go with the following in decreasing priority as per comparative images available at debraleebaldwin (in the order of priority):
Echeveria 'Tippy' (DW) (most likely)
Echeveria minima
Echeveria 'Ghost Buster'
Echeveria elegans
Echeveria 'Arctic Ice'
Pl. check detailed images on net, for confirmation.
