Appears to be some Polygala species. Side view might have helped further to confirm the genus as the fringed lip is not clearly perceived here.

To me looks different from Polygala erioptera DC. as per images and details herein.

I think it should be Polygala glomerata Lour. (syn: Polygala chinensis L.) as per images and details herein.
