Identification for HP Flora

Hello
 
Once again i am posting a plant i saw in Dharamshala. It has a very stunted habit and is quite common road side plant in the region. Some one suggested it wasa plant belonging to genus Daphne. Please help in identifying it correctly.

Most probably Daphne retusa, what needs confirmation

This should be Himalayan Randia - Himalrandia tetrasperma (Synonym:
Randia tetrasperma)

a common plant of the Himalayas.
