Oh my god ! What a clue Nidhan sir! 
I guess it is Aspidopterys nutans (Roxb. ex DC.) A.Juss. 
which is listed in the Book of Karnali Province.

Yes, it appears so.
Flora of China keys says "Leaf blade abaxially sericeous pubescent." for A.nutans.

BSI Flora of India gives the following keys:
13a. Leaves and inflorescences white-woolly or tomentose;samaras retuse at apex14. Aspidopterys wallichii
b. Leaves and inflorescences rusty or flavid-villous; samaras rounded at apex10. Aspidopterys nutans
