This plant looks like I. falcifer or something very similar.
On most pictures which I know, the plant has many rusty/reddish spots.
East Nepal lays within known distribution area for I. falcifer.

I can't agree with this opinion.
I am sure this is I. falcifer or someting very close. 
Shape od lateral petals is like in I. falcifer pictures. Besides, I. scabrida has big and wide lower sepal, lacking in this plant.

  Correct name will be Impatiens falcifera as per POWO.
