It may be Erigeron karvinskianus, a common weed in high altitudes.

This was posted earlier by me and Pankaj ji had suggested Erigeron bellidioides.
I too had thought it looked like Pankaj ji's id.
Wanted validation.
So posted today under the Family Fortnight.

I think this should be Erigeron karvinskianus DC. as per POWO and keys from Flora of Bhutan as can be seen at Erigeron.
Looks different from Erigeron bellidioides as per POWO.
