Date: 28 DEC 2014 ... Altitude: about 600 m asl at crest, about 250 m asl at foothill

Dear friends,
This plant is same as queried by Anurag in his post - ANJAN20/20.
His post illustrates various aspects of the plant.

Navendu has suggested Justicia wynaadensis; and Santhan ji - Justicia andersonii Wassh (= Justicia santapaui Bennet) 

but flowers of :
J. wynaadensis are borne in pairs on spikes 5 - 10 cm long
J. santapaui are relatively large, about 2 - 3 cm in size.

The photos at Semantic Scholor and IBP. of Justicia wynaadensis show flowers on spike, whereas in the posted plant, there is just a single flower in leaf axil.

I have labelled my observation as Justicia wynaadensis (Nees) T.Anderson.

But, as said earlier, I am not totally convinced with the ID.
J. wynaadensis flowers are borne in pairs, on spikes 5 - 10 cm long. 
Maybe the main axis of a developing spike has failed to elongate or branch due to some variation OR environmental stress.

No observation photo / herbaria in the GBIF gallery shows a single flower, all of them show conspicuous spikes.
Digital Flora of Peninsular India by Herbarium JCB too shows flowers borne on spikes, no observation with single flower
