This may also be Paeonia suffruticosa as per discussion in another thread: Paeonia suffruticosa : Srinagar : For Validation : 02JUN19 : AK-1
Flowering Shrubs in India By S. L. JINDAL (2017) does not list Paeonia officinalis.
