This plant has an interesting enemy in its natural habitat, the giant hippopotamus which consumes tons of this species  and prevents this weed from overgrowth. In places of world like India where natural enemy is missing, this weed becomes the worst aquatic pest and destroys the habitat.

It may not be Fimbristylis as well. Check under Rhyncospora and Scirpus
too. Rhyncospora scirpoides also has similar structure.
