Chances are there for this being Santalum album!
But the picture with leaves are not clear.
Kindly upload a clear picture of a branch in which the leaves are in focus.

Though I don't remember seeing this at Haldwani FRH, it is not uncommon to see sandalwood tree in a Forest Dept. garden... This was just a clue...but to me both leaves and trunk/bark look like that of Santalum album. Of course clearer pictures with a close-up of leaves/flowers would help to confirm the id.
