Keys from Flora of China are as below: 
22 (21)Leaves glabrous abaxially; hypanthium glabrous; calyx lobes entire. 11 L. seguinii
+Leaves sparsely hispidulous abaxially; hypanthium scaberulose; calyx lobes denticulate. 12 L. doniana

In view, this plant is Lobelia doniana Skottsb., which is a syn. of Lobelia nicotianifolia Roth as per Catalogue of life;

Checklist of Nepal, only reports this one as Lobelia seguinii var. doniana (Skottsb.) E. Wimm.

If you say that the Checklist of Nepal, only reports this one as Lobelia seguinii var. doniana (Skottsb.) E. Wimm
then it cannot be L. seguinii.

However, my photos were part of a much bigger shrub and what I find of photos of L. Donna show a rather mall plant with a compact flowerhead.
In the link I sent the photos were much more like L. seguinii, especially this one. As is the photo of the flowerhead.

So, I don’t know….
